
Surprise! Howell Mill brunch and coffee shop Cultivate Food and Coffee just opened a location at Phipps Plaza in Buckhead. It’s located at the Citizens Market food hall and took over the stall previously occupied by Ella Mia Coffee.
Currently, Cultivate Food and Coffee is the only local Atlanta restaurant in the food hall. Citizens Market includes franchised brands like Umami Burger, Sam’s Crispy Chicken, and sushi stall Krispy Rice. The breakfast and brunch stall will focus on a full coffee bar experience and grab-and-go dishes.
Cultivate Food and Coffee, owned by Johnny Liu of Cafe at Pharr, opened five years ago on Howell Mill Road just north of the on-ramp to I-75. It’s known for creative coffee drinks and dishes like scrambles, hash plates, and a French toast cheeseburger. According to Cultivate’s website, locations are also opening in Alpharetta, Woodstock, and Battery Atlanta.
The Buckhead food stall is open at Citizens Market daily, from 8 a.m. to 4 p.m.

The 25,000-square-foot Citizens Market food hall opened last April at the luxury mall in Buckhead. It’s a partnership between global experience company Legends and the food tech platform C3. The renovation of the aging Phipps Plaza complex now includes the luxury hotel Nobu Hotel and its famous Japanese-Peruvian restaurant of the same name.
In 2025, a pared-down version of the Buckhead food hall will open on Concourse F at Hartsfield-Jackson Atlanta International Airport. Called Citizens Go, the mini food hall will offer seating for 45 people and a full bar.
