The City of Norcross and its police department announced that Police Officer Gabriel Veras Jr. is a 2026 TOP COPS Honorable Mention recipient by the National Association of Police Organizations, representing the State of Georgia.
The prestigious TOP COPS Awards honor law enforcement officers from across the nation whose actions go above and beyond the call of duty in service to their communities.

Last September, Communications Officer Carin Elmore and Veras received the Scottish Rite Valley of Atlanta Arthur M. Kaplan First Responder Award for their heroic lifesaving efforts. Elmore decided to send Veras to the scene before receiving information from Gwinnett County, potentially saving the child’s life.
Norcross officer prevents tragedy
On April 7, 2025, Veras responded to a medical emergency in the Rails Way area involving a 3-year-old child who was in cardiac arrest. Arriving on scene before emergency medical personnel, Veras immediately assessed the child’s condition and began lifesaving measures, including chest compressions and rescue breaths, the city’s announcement said.
Through his calm, quick-thinking, and decisive actions, Veras successfully restored the child’s pulse and breathing and continued providing care until paramedics arrived. As a result of his efforts, the child made a full recovery.
“The Norcross Police Department congratulates Officer Veras on this well-deserved honor,” the city’s announcement said. “His dedication, courage, and commitment to protecting life reflect the highest standards of the Norcross Police Department and the law enforcement profession.
Gov. Brian Kemp also penned a letter to Veras, recognizing the achievement and honoring his commitment to protecting the lives of Georgia residents.
Norcross Police Chief Bill Grogan said Veras’ actions exemplify the very best of law enforcement.
‘His courage, professionalism, and dedication to serving others helped save the life of a young child and made a lasting difference for an entire family,” Grogan said. “We are incredibly proud of his accomplishment and grateful to have him serving the Norcross community.”
