The Council votes on all ordinances, resolutions, rules, and regulations, and sets the annual budget and millage rate. All legislation must comply with the city charter, state law, and U.S. Constitution.
The Mayor presides over council meetings, sets agendas, signs checks, and orders, executes contracts and deeds, and appoints key city officials and board members, with Council approval.
Three council members form a quorum. The Mayor votes only to break ties or provide the necessary votes for approval.
