Federal officials unsealed an indictment charging former Fulton County Jail Sgt. Khadijah Solomon, 47, of using excessive force against pretrial detainees and writing false reports about the incidents.
Solomon was accused in the six-county indictment of using excessive force on three occasions. He allegedly used tasers repeatedly against compliant, non-resisting pretrial detainees in January 2025.
“Abuses of power of this kind are unconstitutional, erode our community’s trust, and will be prosecuted,” U.S. Attorney Theodore S. Hertzberg for the Northern District of Georgia said in the release.

Solomon faces a maximum penalty of 10 years in prison for each federal civil rights violation and 20 years in prison for each false report. If Solomon is found guilty, a federal district court judge will determine sentencing after considering the U.S. Sentencing Guidelines and other statutory factors.
The FBI Atlanta Field Office began the investigation based on a referral from the Fulton County Sheriff’s Office.

Fulton County and the Fulton County Sheriff’s Office are under a consent decree with the DOJ. A report on the investigation by the U.S. Attorney’s Office and the Department of Justice, was released on Nov. 14, 2024. Its findings revealed poor conditions at the Fulton County Jail and repeated inhumane, violent, and hazardous conditions violated incarcerated persons’ constitutional and statutory rights, leading to injury and death.
The 97-page DOJ report also said that investigators found that officers used excessive force against incarcerated people.
